The Overhead Client doesn't contain any logic. It's just a dumb client that displays the switch and annunciator states.
Therefore you can run this application for information purposes and it won't conflict with any other system logic.

That said, what will matter, is if you have enabled the checkbox : "Process Switch Update on Offset Change Only" on the Server Control panel Tab.

When this checkbox is not selected:
The switches are locked to the offsets assigned in the FSUIPC_IO file and the Overhead Panel client won't be able to control anything if an offset is assigned in the FSUIPC_IO file.
If the Battery offset value = 1 then the Sim-A Battery = ON and can't be changed on the overhead client. FSUIPC takes priority.

When the checkbox is selected:
The switches only get updated when the FSUIPC value changes.
ie If the FSUIPC value = 1 and the Sim-A Battery = ON you can press the Battery switch on the overhead client and it will turn the battery OFF, but the FSUIPC offset value still equals 1, so you would need to turn the physical battery switch OFF then ON so that the Server detects a value change to switch the battery back on.

So if this checkbox is enable you can control the switches via the Overhead client but this will put it out of sync with FSUIPC.

On a sim with a hardware overhead I would recommend that you disable this checkbox so that the systems are always in sync with FSUIPC.
